COUNCIL OF FOURTEEN

The proposals by the Minister for Edu.cation lor the rceonstitution ot the Auckland University College Council have been embodied in a "Bill wmch will bo circulated shortly. The council is to be increased from eleven to fourteen, the representation being as follows Three members appointed by the Governor, two apjiointtci by tho Professorial Hoard, lour elected by the District Court of Convocation ol tlie Auckland University, three clccted by the members of the General Assembly resident in the provincial district of Auckland, one member appointed by the Auckland Education Board, and one member appointed by tlie Auckland City Council. Tne fhree new members are tlie two to represent the Professorial Board, and an additional graduates' representative. At present the representatives of the Education Board and of the City Council are the chairman of the board and the Mayor of the city, but the Bill proposes that the ■two bodies shall elect their members. No member of the Professorial Board will lie eligible for a seat on the council unless he is appointed by that board. Members appointed by the Governor and those elected by members of the General Assembly are to'hold office for three years, representatives' of the Professorial Board and of the. graduates for four years, and the other members for two years. The new council will come into office on July 1, 1913, and on that day of the members appointed under the Act of 1882 by the Governor-in-Council tlie one who lias been longest , in office is to retire, and similarly of those elected by members of, the General Assembly and by graduates of the college the ones who have been longest in office are to -.etire, and the remaining two members of each of these groups will retain office under tho new system. On July 1, 1914, and on the some day of each succeeding year, one oE the Governor's nominees and one of the members elected by members of the General Assmbly are to retire, in eocli case length of office to determine which members are to retire. Similarly, on .Tilly 1, 1915, and on the same day in oacli second year subsequently, one of'the professorial'members and two oi the graduates' representatives are to retire, the professorial representative to retire in 1915 being determined by lot. Any casual vacancy is to Ire filled by the authority of which the vacating m-mbers was a representative. Tho Minister for Education has embodied in his Bill the clauses warding students' feps proposed in the Bill introduced by Mr. Myers (Auckland East).
