It is to be secured on Chinese railway and mining rev. enues. According to the newspapers it forms part of the ten million loan being rni.-ed for the Chinesa Government by Messrs. ■ Birch and Crisp. (Rec. September .10, 9.35 p.m.) I Berlin, September 30. It is believed that tho Government lias had little faith in the Six-Power group since the admission of Russia and Japan. Disinterested financiers do not withhold ' their admiration for China's achievement, nor lament the result from ii business standpoint. No charges of breach of. faith ore seriously raised against Britain. Dr. G. E. Morri son, Political Adviser to China, in an interview published in the "Frankfurter Zeitung," said everybody knew Japan's and Russia's reasons for entering the Four-Power syndicate. Japan, despite tho competition of her business men with the keener Chinese, had not abandoned Manchuria, and though Russia was less aggressive because sho feared China more, yet both entered; the FourPower syndicate as a means of increasing their influence to hinder, rather than promote, tho growth of China's power. Tho Six-Power syndicate , originated through tho hopes of tho Americans that it would hold both Japan and Russia in check.
