In his speech 011 the Maternity Bonus 1 Bill, tho Prime Minister, Mr. Fisher, argued that there was no stigma of charity 5 about the bonus; it would not knock the spirit out of the people. Many women went through the trials of child-birth with littlo else than spirit, and tho Government was going to help them to a little comfort. Mr. Deakin, Leader of tho Opposition, • voiced a protest against the waste of public money on a moro theory, and said the offering of a birth allowance should be limited to cases of actual need.
