The galleries of the Federal House were crowded to-day when the Prime Minister (Mr. Fisher) moved tho second reading of the Maternity Bonus Bill, providing for the payment of -C 5 each for European babies born in Australia. Mr. Fisher declared that the measure protected tho public from payments being made for one of the worst practices known to humanity. The debate is proceeding.
