» PROHIBITION NEGATIVED. By Tclesraah—Press A6sociation-CoDyriEht Berne, September 22. The Parliamentary Congress at Geneva, by an overwhelming majority, adopted a resolution by M. Becrnacrt, President of the Congress, prohibiting the use of aircraft in war, especially the throwing of explosives. Baron d'Estonrnelles de Constant (France) opposed the resolution, which the' British delegates supported.
