ITALIAN OFFER TO BUY OUT TURKS. By Tcleuraph—Press Association—CopyriEht (Eec. September 21, 0.45 a.m.) i • London, September 20. The Constantinople correspondent of "The Times" states that the Italian delegates in the peace negotiations with Turkey have submitted a counter-pro-posal, virtually amounting to a sale of Turkey's rights over her African provinces. It is believed that the Council of Ministers in Constantinople has instructed the Turkish delegates that it "is unable to discuss a monetary compensation i for the' logs of rights, and if Italy has not better proposals to make, it is preferable to suspend negotiations.
