The situation in North-Western Albania is critical, .ond a general insurrection of the Malissori is threatened. At Scutari- and Durazzo tho Turkish troops aro insufficient in number to copo with tho situation. 1 The Bashi-Bazouks at Scutari have been mobilised, and tlio reservists and volunteers cnllcd out at Ddrazzo. CAUSE OF THE SCUTARI REVOLT. Constantinople, September 18. The' Malissori revolt at Scutari was due to the Turks shooting fourteen prisoners, alleging that they had tried to escape, and imprisoning 150 Malissori. SERBO-BULGARIAN AGREEMENT. (Rec. September 19, 11.10 p.m.) Berlin, September 19. Tho "Cologne Gazette's" Constantinople correspondent states that under Russia's influenco a Serbo-Bulgarian agreement has been concluded to secure joint action against Turkey. ,
