PROPOSAL FOR TURKISH SUZERAINTY. By Telesraph-Press AeEociation-Cop.vrieht London, September 13. Tho Constantinople correspondent of "The Times" stales that Turkish delegates have made proposals for peace which there is a chance of Italy regarding favourably. The Italians refused to accept a coastline leaving the hinterland and ono port of exit in the hands of tho Turks. . ■ , The Turkish delegates then proposed that Tripoli and Cyrenaica should remain under the suzerainty of the Snltan, and that rl.e Sultan should be represented by the Sheikh of the Scnussi,. Italy having military and civil administration.
