THE ISLINGTON COMMISSION.. In tho London papers of July 31, to hand by yesterday afternoon's mail, appeared, ttio formal the appointment of tho lloyal Commission to examine and report on the Public Services in India. The Commission, will bo constituted as follows:— The Right Hon. Lord Islington, IC.C.M.G,. chairman. The Earl of Konaldshay, M.P. Sir Murray Hammick, K.C.5.1., C.1.E., Indian Civil Service. Sir Theodore Morison, K.C.1.E., member of the Council of India. Sir Valentine Chirol. Mr. Frank George Sly, C.5.1., Indian Civil Service. Mr. Mahadev Ghaskar Chaubal, C.5.1., member of tho Governor of Bombay's Executive Council. Mr. Gopal Prishna Gokhale, C.1.E., member of the Viceroy's Legislative Council. Mr. Walter Cullcy Madge, C.1.E., member of tho Viceroy's Legislative Council. Mr. Abdur Rahini, Judge of the Madras High Co-nrt.' Mr. James Ramsay Mac Donald, M.P. •■-JTr. i Herbert Albert,.. Laurons Fisher, Fellow and Tutor of New College, Oxford. . The terms'of reference are'as follow!— To examine and report ujron tho following matters in connection with the Indian Civil Service, and other civil services, Imperial and provincial: 1. The methods of recruitment and the systems of training and probation. 2. Tho conditions o£ service, salary, leave, and pension. 3. Such limitations as still exist in tho employment of non-Europeans and the working of the existing system of division of services into Imperial and provincial. And generally to consider the requirements of tho public service, and to recommend such enanges as may emu expedient. Mr. Ramsay MaeDonaWs appointment will not involve any change in tho chairmanship of tho Labour party. It is expected that the Commission will spend three months in India, commencing in December, and then, after sitting .for a few; months in London, will pay a second visit of tlnco months' duration to India.
