In notifying Groat Britain's withdrawal from the Sugar Convention, Sir Edward Grey, Secretary of State for Foreign Affairs, intimated that Britain did not intend to give bounties or preference in regard to sugar, or to impose a higher duty on beet than on cane sugar.
