ATTITUDE OF THE INSTITUTE. In the course of the annual report of the Journalists' Institute reference is mado to the recent movement which Ims brought about the formation of ».. Journalists' Association or Union. "The post year has (says tho report) witnessed the foundation of a new organisation among journalists for tho purpose of improving the conditions of employment in accordance with, the provisions of the Industrial Conciliation oml Arbitration Act. This movement took definite shape about March last, and the registration of the Auckland, Wellington, Christchurch, and Dunedin branches of tho new organisation as industrial unions of workers was effected last mouth. Tho council regrets thot the promoters of the new movement, end more especially those among them who were or are officebearers of tho Institute, did not consider tho advisability of affording tho proprietors an opportunity of meeting the requirements of journalists through the Institute before invoking tho machinery ef fhe Arbitration Act Tho couucil desires to express its appreciation of the action taken by the Wellington branch in this connection. .The'committee of that branch on August 6 last adopted a schedule of proposals for standardising conditions'on both city and country papers and" circulated it throughout its district. The branch subsequently opened up negotiations with tho proprietors of the Wellington city daily papers, and nlso opproached tho council asking it to take action throughout Nc\y Zealand.
