Ho 'also gave notice of a new standing order practically making it necessary for tho House, and not the Speaker, decide whetlter the reporters shall be denied admission. in spite of tho exclusion of its reporters, the "Telegraph" publishes Parliamentary reports daily. > The Assembly, on Dr. Arthur's motion, agreed to the reading of a "Herald" leader, published on Friday, commenting on. tho expulsion of tho reporters. Dr. Arthur... then moved that the article was a breach of privilege, but this was negatived by 72 votes to 3.
