AUSTRALIAN PORTS OPENED. By Teloera-Dh-Fress Aesociation-Copyrislit Melbourne, September 3. The Federal Minister "or Trade and Customs (Mr. Tudor) has issued a regulation to tho effect that owing to the -rarciiy and high prices of potatoes, importation's will bo permitted until the end of November. Shipments must be accompanied by a certificate that they are frco of disease at the port of origin. A certificate on landing must be given by the quarantine nuthoritio?. The potatoes must have new bag.?, and bags, sacks, ptul crntes must bear tho stamp cf tho port of origin.
