Mr. Bunau Varilla, the negotiator fof the 6ale.of the Panama C'anal to the United States, believes that if Britain and America concluded a convention by which tho proceeds of. tho Canal Tolls could be used exclusively to cover working expenses, interest, and reimbursement on capital invested, the whole question could be settled. Tho convention would supplement and explain the HayPauncefoto Treaty, and tho Caual Act could be repealed.
