He that all mailers in dispute be referred lo two arbitrators, one representing each party; that an umpire l>e mutually decided on by arbitralion, or in tho event of disagreement by the president of tho Arbitration Court; that all questions in dispute be settled by arbitrators; in the case of failure Ihe arbitrators (o agree lo the umpire's decision; both Darlies to pledge themselves to agree to (lie decision nnd restart work: the cost of arbitration lo lin fixed by Iho arbitrators and paid for by each parly, as the arbitrator or umpire shall doierminc. The above was put forward as a suggestion. The Miners' Union secretary replied stating that it had been discussed at a nie-ling of Ilia union, and referred to the Federation of Labour Executive.
