MONTENEGRO AND THE POWERS.
KING NICHOLAS'S APPEAL. (Rec. August 27, 11.35 p.m.) Cetinje, August 27. Tho representatives of the great Powers have made energetic representations to King Nicholas and tho Government in connection with the frontier troubles. Tho ICing has replied that ho will do nothing contrary to tho wishes of tho Powers. Montenegro is not aggressive, but is only protecting herself against Turkey's attacks. As an independent State, sho is unable any longer to tolerate the maintenance on her territory of Turkish frontier fortifications, which seriously violate her integrity ajid disturb the quiet lifo of tho border. King Nicholas hopes tho Powers will settlo tho dispute in the interests of order and peace.
