Referring to national finance, Mr. Wigram said the recent loan had to bo raised at an inconvenient time. He suggested a return to the system of 15 to 40 year loans, which were repayable or convertible at any timo between 15 and.4o years. ' He also thought New Zealand should adopt a system of Consols.
