Seven men are dead, three others are dying in tho hospital, and others are insano through drinking whisky believed to have bceji drugged. .All tho men are foreigners. They became stone blind before death. Tho police are attempting to afrest insane men who are rambling in the fields on'the outskirts of the city. A celebration in the foreign quatter i 9 believed to havo been the origin of the affair.
