President Taft announces his willingness to sign the Panama Canal Bill as it stands, coupling therewith a recommendation that legislation bo passed later, showing other nations that, the United States does not desiro to abrogate the Hay-Pauncefote Treaty. COMPROMISE REJECTED. (Rec. i August 22, 11.35 p.m.) 1 Washington, August 22. Both Houses of Congress have rejected Mr. Tnft'a Panama Canal Bill resolution. Mi;. Taft is Undecided as to his futuro actions, but believes that Congress will be moro amenable after the elections.
