fr_ —: — PRAISED BY A NEW YORK JUDGE. Mr. Justice Henry Debutt Hotchkiss, of the Supreme Court of New York City, occupied a seat on tho bench in Mr. Justice Darling's Court in London recently. Speaking to a newspaper representative after he had left the Court, he compared English legal procedure with that of the United States, to the advantage of the former. "AVo are looked upon as a progressive people," he said, "but we have clung to precedent and fallen behind you."
