SEARCHLIGHTS NOT FAVOURED. By Telegraph-Press Association-Oopyrlirht London, August IG. Yesterday's message that the Board of Trade recommendations consequent on the Titanic disaster contained no raehtion of searchlights or binoculars was inaccurate. Tho report recommended that searchlights should not be used, and that look-outs should not bo provided with binoculars.
