The garrison has sworn allegiance to the Cabinet. Tho Grand Vizier, Ghazi Muktnr Pasha, ignoring the vote- of censure, wont to the Senate Chamber and read tho dissolution decree. The Government claim that the Chamber was not illegally dissolved, but that tho Government has only enforced the provisions of the Constitution by which a dissolution follows when the Chamber has completed its mandate. The supporters of the Committee of Union and Progress, however, claim that after the passing of the voto of censuro the Cabinet was non-existent, and that tho Sultan must invito the Young Turks to form a new Cabinet, The Sultan refused to eee tho President of tho Chamber when he brought tho news of its vote. Djavid Bey, in an impassioned speech in the Chamber, said the Cabinet had been terrified into illegality by the threats of mutinous officers and Albanian rebels. Two members drew their revolvers in the Chamber, but their friends dragged them apart. STARVING ALBANIANS. SENATE DESERTS TUB COMMITTEE.' Constantinople, August 5. Although the majority of the Senate are supporters of tho Committee, of Union, they sacrificed their parly ami consented to a dissolution rather than risk a civil war. Tho Chamber to-dny, though unable ,to provent a dissolution, censured tho Government for dissolving. Fifty thousajid semi-barbarous Albanian warriors aro outside Prishtina on the verge of starvation. Tho crops aro rotting. Homes 'in' many cases have been Ijuvue<l and pillaged by passing troops. Bodetinaz, an Albanian leader, has occupied Novibazar, and is tho virtual dictator.
