RECONSTITUTION OF THE COURT. BALLOTS TO BE SECRET. labour legislation will ba introduced by tho Government this session. In view of tho unsettled industrial condition iu the Dominion, tho Bill will probably prove to Ire ono of the most interesting items of tho session's programme. The Bill is not yet ready for introduction, but its proposals will no doubt bo clearly explained in tho Budget. Its .principal proposal is■ tho roconstitution of tho Arbitration Court. Definite opinions regarding the present constitution of tho Court were expressed in Parliament lust year, when members on both sides of the IloUso agreed that an alteration was necessary. Tho Bill will also provido -that important proposals subnutted to the members of a union must he decided by a secret ballot conducted under official supervision. It is also' possible that charges will l>o included to remedy a defect in tho Amendment Act of last year. It mado provision for an industrial agreement to be declared an award, but the Legislature did not dccido upon whom such aa award would bo binding. ,
