"CHARGED WITHOUT AUTHORITY." Mr. R. Fletcher (Wellington delegate) moved at tho Municipal Conference yesterday: "That a respectful protest be' lodgftit against tho practice rtcently introduced by the Department of Lands ol charging fees on all plans required b law to bo submitted to the Chief Surveyor for approval, although there is no statutory authority to mako such charges. Mr. Fletcher said that ho understood that the Department would not issue warrants until tho charges had keen paid. Ho thought that, instead of a respectful protest, a very strong p.rotost should bo made. 'J ho motion was carried without a dissentient.
