Sir Edward Grey, Secretary of State for Foreign Affnirs, in replying in the House of Commons to a question by Mr. Palmer, Liberal member for Jarrow, said there was no reason to suppose that any fresh Russo-Japanese agreement would contravene! the principle of tho open door in Manchuria or Mongolia, or the treaties guaranteeing China's independents and territorial intczrity. '
