Senator Percy, in the "debate, in the Senate, strongly opposed tho Panama Canal Bill proposal to grant freedom from the canal tolls to United States shipping. He declared that the Hay-Pauncefote Treaty did not permit the United States to discriminate against foreign shipping, and the country should keep its solemn contracts. Great Britain had given rip certain rights under the old Clayton-Bulwer Treaty, and if • she had not done so the United States would have been unable ever to build a canal. lengthy debates are expected before the Senate'reaches an agreement.
AUSTRALIAN RESOLUTION. (Rec. July 25, 1 a.m.) Melbourne, July 24. The Federal Senate has adopted the resolution previously passed by the House regarding the preservation, of Australia's interests under 'the American Panama Canal Bill.
