MOTORISTS.
AND MUNICIPALITIES. ■ The übiquitous motorist is the subject of quito a number of suggestions which are to bo submitted to the New Zealand Municipal Conference, which sits in AVel■liiigtou next week. Among these is a motion by I'almerston North: "That, in order to prevent confusion, the Motor Regulations Act of 1008 be amended so as to provide that each registering body shall bo compelled to use the initials comprising tlio name of the registering body as an identification mark for motors-, together with a number commencing at Number 1," 'Napier is of opinion that there should be substituted for Sections,H and 15 of the Motor Regulation Act the following: "Section 11: Every motor shall be registered with, tho registering authority of the district in which the owner of such motor either lives or has his place of business, and such registration shall have effect throughout New Zealaud. "15: (1) Every registration shall bo in tho form prescribed by regulations, and n fee of £!i may be cliatged bv tlio registering authority upon the registration of any motor having not le»s than four wheels, and .£1 in the case of a motor having loss than four wheels; (2) every such registration when duly made shall bp deemed to be in force from the day on which tho samo is made until March 31 then nekt ensuing, and no longer, and such registration.shall be again made in like manner from year to year; (3) no fee shall be chargeable on the registration of any motor in respect of which z liconso to ply for hire within tho district in which the. said motor is by this Act required to be registered has been granted while and so long as such licenso remains in force." . There are two suggestions with regard to drivers' certificates: "That tho Motor Regulations Act, 1908, be amended, providing that all drivers of motor-cars in cities or boroughs shall bo over sixteen years of age, and must bo in possessior of si certificate of proficiency as a driver." —Palmcrston North; and "that borough councils be enabled to pass by-laws prohibiting any persons, male 'or female, from driving motor-cars until they have obtained a certificate of compe'tencv" (Ohrislcliurch)." • ' On the subject, of (lie speed limit, Greytown will suggest: "That the Government b: 1 asked to make a general privi'mn respecting tlio speed of motor-cars." Invorcargill thinks that "tho motor Tcnlalions of 1003 should be amended to provide for the speed at. ivliieli motors may tmvel through the street? of the boTough," white Pnlinerston N'orth is of opinion that the Motor Regulation? Art 1303. should be amended so as to provide for the speed at which motors may cross intersections of streets and drive around corners r>f street? in cities and boroughs.
