Towfik Pasha, ou being called upon by tba Sultan to'form a Cabinet, stipulated for a dissolution of the Chamber. As tho Sultan was averse to this course, Ton-file will therefore remain as Turkish Ambassador in London. , Ghazi Mukhtnr Pasha has now formed ,i Cabinet, which includes three former Grand Viziers-Ko.mil Pnshn, Hilmi Pasha, and Ferid Pasha. The Cabinet also contains elements favourably disposed towards Albania. AN EXTRAORDINARY COUNCIL. Constantinople, July 21. The Government is creating.an Extraordinary Council of Senators and former Ministers, to advise it on pending affairs.
