TIME LIMIT IN FEDERAL HOUSE. By Telegraph—Press Association—Copyrijrht (Rec. July 18, 10.45 p.m.) Melbourne, July 18. The House of Representatives has carried an. amended resolution placing on outside limit—except in a few special instances—of 65 minutes on members' speeches. Members will hot be allowed to make more than two speeches of twenty minutes each on any one question in Committee.
