'Post-master-General, and Sir Owen l'hillipps, head of tho Royal Mail Line, have arranged the South African mail contract for a decade, and also a Government freight contract. Speedier vessels aro to be employed. Sir Owen Phillipps has offered to encourago tho live stock industry by carrying pedigree stock free.
