AUSTRALIAN PROPOSALS,

Mr. Tudor, Minister for Trado and Customs, in explaining the Navigation Bill, introduced yesterday, fraid it -would apply to Australian ships in any part of the world. It provided for 140 cubic feet of air-space for each member of the crew in tlio coastal trade, with accommodation above the loading lino The lighting and ventilation must be perfect, and separate mws rooms and bathrooms provided. "Wages aro to be paid at regular intervals, and 6eamen's claims for wages arc given priority of other claims. Certificated cooks must bo employed on all vessels over. 500 tons. Imprisonment for desertion is abolished, but a deserter will le liable to forfeiture of wages or a penalty of X2O. In order to check crimping only a Government officer, captain, or an officer will lw allowed to engage or supply seamen. • '
