The article in tho "Review of Reviews" on emigration advocates the setting up of an Imperial Board of Emigration to secure organisation and co-ordination, the lack of which involves an appalling waste, of money and energy; also the study of conditions at Home and abroad to see that tho right class of emigrants go to the countries best suited to them.
