Mr, Borden, Prime MinisteT of Canada, in a speech-at tho Royal Colonial Institute dinner, said Canadians roalisod that the supremacy of Great Britain on the seas was the Empire's very breath and life. The Canadian people had never shown themselves afraid of the responsibility, but they now proposed to eacrifiee their autonomy for the Empire. Sea defence was best secured by one navy, but those responsible for Imperial defence must have- a voice in tho policy that shaped tho issues. Canada meant to be. a great part of a great whole, but did not propose to be an adjunct even of the British Empire.
