Platt Andrew, Assistant-Secre-tary to tlio Treasury, has resigned, alleging that lie is unable to work under the Secretary of tho Treasury, Mr. Franklin MacVeagh, in consequence of tho letter's idiosyncrasies and incapacity for decision.
