WHITE AUSTRALIA LAWS.
THE DOWELL INCIDENT. By Telegraph-Press Association-Copyrfrlit Melbourne, June 2G. An official explanation has been issued in connection with the complaint that Mrs. Dowel), a half-caste Samoan lady, and wifo of a lank official at Suva, had' been subjeclnd to, indignity by Custom's officials on landing in Sydney oil a holiday tour, oil the ground that having coloured blood in hor veins she cam© under tho scopo of tho "White Australia" laws. It is stated that a slight delay occurred owing to the "Wimmera reaching the wharf during tho luncheon hour. On the return of tho Boarding Inspector arrangements were immediately made for Mrs. Dowell to visit tho Customs House, and within ten minutes the matter was fixed up. Mr. Dowell was then informed that his wife might land. It is nnderstood that a certificate covering a month's stay is sufficient to meet Mr. Dowell's wish, but if an extension of time is required there will be no difficulty in obtaining it. Mr. J." Thomas, Minister for External Affairs, considers the explanation satisfactory.
