Tho "Daily Hail" sa'.vs the recent Malta Conference between Mr. Asquith, Mr. Churchill, Lord Kitchener, and General Sir lan Hamilton decided that, owing to the necessity of concentrating tho Fleet in the North Sea, British Naval and military policy in the Mediterranean must change. A plan was adopted, subject to tho Imperial Dcfenco Committee's approval, by which it is proposed to add modern battleships to the present weak squadron of cruisers in the Mediterranean, and to make some arrangement whereby i'rance will slmre tho responsibility for the protection of British' interests in the Mediterranean. No formal alliance, however, is contemplated.
