Russell said that tlio report of the Totnlisator Commission would stand until Julv 31, wher, Cabinet would decide what was to be done, Personally he thought that where permits hail been given the Government should insist that meetings should be conducted oil certain methods to encourage breeding good hunters and light artillery horses, and good remounts, lie could not give consideration to country meetings that would havo only a number of sprint gallops, and would not increase the stamina or weight-carrying capacity of horses. If the House would allow him another twenty days' racing he would distribute these over the country and meet cases of undoubted injustice which had occurred in comicction with tho allocation of permits.
