By a vote of 147 to 120 tho House of Representatives reaffirmed its decision that no tolls shall ho charged on American, vessels engaged in tho coastwise trade through tho Panama Canal. 'The question was bitterly fought, and tho result was received with an outburst of cheering. SHIPPING IN NEED OF ASSISTANCE. (Rec. May 24, 11 p.m.) v Washington, May 24. A number of shipowners, in giving evidence bi'fore tho Senate Committee on the inter-oceanic cannl declared that free passage through the Panama Canal was necessary to build up tho mercanllile marine, which was in a parlous plight.
