REPORT BY'GERMAN EXPERTS. By Telegraph—Press Association—Copyright Berlin, May 19. The conference set up at the instigation of the Kaiser to report on the means that should bo taken for the safety ot passengers at sea has reported. The report includes a suggestion that an international arrangement, for the exchange of information regarding the whereabouts of ice should bo come to. The Kaiser has requested the committee to reconsider its decision that searchlights are a useless precaution against ice.
