ANGLO-GERMAN NEGOTIATIONS. By Telegraph—Press ABEocia.tlon-Copyrleht. Berlin, May 10. Herr von Kiderlen-Waeohter, Minister for Foreign Affairs, speaking to tho Imperial Reichstag Budget Committee, declined to make a statement regarding tho position of Anglo-German negotiations. Incidentally, he mentioned that the two countrios wero negotiating with reference to compensation for German losses arising from tho South African war.
