Mr. Winston Churchill, in a speech, said that behind tho development of a war force lay the claim of a great Power to put the distinguishing mark of mankind. There was a danger of men becoming fascinated vrith the terrible machinery of war, but if two great nations engaged in war, they would be heartily sick of it before it was finished. The best way to make war impossible was to make victory certain. Tho Prime Minister (Mr. 'Asquith), alluding to tho salo of Rembrandt's pictures, urged increasing co-operation of private generosity and the State. Sir Edward John Poynter (President; of the Royal Academy) advocated a register giving a nation first refusal over purchases of pictures.
