MURDER OF M. STOLYPIN.

SECRET POLICE INDICTED, By TelecraDb—Press Association—CoarriEM St. Petersburg, April 12. The report of the inquiry into the murder of M. Stolynin (President of the Council of Ministers and Minister of the Interior), who was shot on September 15, has been submitted to the Tsar. It contains a damning indictment against 31. ICurloff, ex-Minister of the Interior, and Colonels Spridovitch, ICublialso, and Verigin, leaders of the secret police. Many thousands of the Secret Service Fund have been misappropriated, in connection with which ICurloff is charged. The investigations reveal that Bogroff, tlio lawyer who shot M. Stolypin, joined the secret police while a member of tho revolutionary circle, and sold the circle's secrets. The report does not specifically charge tlio leaders vritli complicity in the murder, but their relations with Bogroff, who secured admission to a snot in the vicinity of M. Stolypin, were sinister. ALLEGATIONS AGAINST AN EXMINISTER. 'A' dispatch from its St. Petersburg correspondent published by the London "Telegraph" oil February 2G stated:— "The ex-Minister of the Interior, M. ICurloff, who was also chief of tile gendarmes, will probably be sent for trial, together with subordinate officials, 011 a charge of contributing, by criminal remissness in the discharge of duty, to the tragic death of the late Premier. M. Stolypin. who was murdered in Kiclf last September. "M. ICurloff and M. Stolypin were not close friends, although it was the Prime Minister himself who made me acquainted about throe years ago with M. ICurloff, of wlio"P ability he then and since entertained the highest opinion. It is aliened that M. ICnrlotV, 011 being interrogated shortly before the Emperor's visit to ICiefV as to whether all nrecantions had been taken to prevent tragic surprises, announced: 'His Majesty's safety is absolutely secure. About "that there is not a shadow of doubt.' The interlocutor then aslced: 'And how about M. Stolvnin?' "That is a different oncstion,' M. ICurloff is said to have replied. 'I am unable to answer with the same certitude for his immunity from attempts.' "The worst allowed against M. ICurloff is negligence, but the entire system of the secret police needs thorough reform."
