ALLEGATIONS AGAINST A MINISTER. (Rec. April 8, 11-35 p.m.) Berlin, April 8. Herr Haussmann, a South German Radical leader, has initiated a campaign against Admiral von Tirpitz, Minister for Marine, alleging that tho Navy League was merely Admiral von Tirpitz's instrument for the propagation of antagonism towardsEngiand. When the Navy League was discredited, Admiral von Tirpitz invented the Armaments League, with tho notorious firebrand, General Ivelm, at its head.
