HOSPITAL LEVIES.
THE YEAR'S APPORTIONMENTS. A LOAN PUOI'USAL. S special Hireling of the Wellington Hospital and Charitable Aid Heard was held yesterday for the purpose <;!' adopting the apportionments and levies for the year. There \wrt' present: Messrs. It. C. Kirk (chairman), 11. lialdwin, .1. K. Fitzgerald, ]{. Fletcher, .1. C.odbor, I). M'l.aren, CI. T. tendon, F. T. Moore, I). Robertson, ,1. Smith, W. Tompsitt, .1. Trevor, W". Galloway, and Miss Richmond. The- Finance and Property Committee reported: 1. That, in reconsidering the estimates for 1!I12-1;1, and the apportionment of levies, it: recommends tho board to borrow a sum nf not exceeding JiUMKKV to enable it to carry out proposed works during the year. 2. That, in the event of the board agreeing In Ijorrnw ns recommended, the following items be reinstated in the Wellington Hospital estimates:— Repayment, on account of loan, .CTSOO; establishing an intercomiminicalion.il telephone system, .£300: and that an additional sum amounting to jaoo l>o added for contingencies and interest; and .C:i2, r > bo. provided for the erection of a cottage for the gardener and overseer at Otaki Sanatorium. The chairman said that the committee had found that it would bo an undue tax on the. local bodies to charge them for the whole of the capital expenditure required. The increase in tho estimates for last year, after the amendments had been made, would have been some .£SOOO. Under tho circumstances, tho committee thought it reasonable to borrow the money. If this course were not adopted the apportionment, on the local bodies would have been .C1!1,0"S instead of .£ll,022. Tn the ease nf the Wellington Citv Corporation, the amount would have been .£12,251, instead of £10,078. As matters stood, the city's 'Contribution would bo raised from about .£9OOO to .£IO,OOO, and the other local authorities' levies would be increased proportionately. The chairman then moved in. favour of the raisin" of a loan of not more than .£IO,OOO. Mr. G. T. London seconded the motion, which was carried.
The apportionment of the money required by the board was made as follows:~ Wellington Citv Council. .£10.078 Is.; Horowh-uu-.i C'.mulv Council. .1:1107 18s. fid.; Hull County Council, .ES7S 12s. Id.; Makara County Council, .11125 25.; Lowei Hntt Borough Council, .£751 2s. 'Id.; J'etone Borough Council, .tIiCII His. <ld.; Miramar Borough Council, XW -Is.; Jvaniri Borough Council. .£2B" 145.; Onslow Borough Council, .£2OB 17s. 1:1.; Levin Borough Council, i'Mi 10s.; Eastbourne Borough Council. <£!>!! 125.; Johnsonrillo Town Board, .£l2O Bs. Id.; and Upper Hutt Town Board, .£lls 18s. Sd.; total, ■£15,G57. Amended Estimates. . A summary of the amended estimates for 1912-13 placed before the board showed that it was reckoned that .£44.51!) would be expended, as follows:—Hospitals: Wellington Hospital, £28,511; Otaki Hospital, ■£901; Otaki Sanatorium, ,£2954. Charitable aid: Ohiro Home, outdoor relief, and maintenance of children, .£8200; defective children, grants and contingencies, .£IBOO. Administration: Head Office and public health, .£2093. The capital expenditure was estimated as follows:—Wellington Hospital, Jc%"i; Otaki Hospital audi Sanatorium, .£825; and other expenditure, Jt'il.W); total, .£44.519. The expenditure of 1910-11 was set down as ,£34,928 less a balance of ,£7245, equalling JE27,GSO; of 1911-12 as -£31,130, Irss a balance of .£G23O. equalling .£27,901); of 1912-13 tho estimate was ,£44,510, less .£13,72,1, or .£30.798 net. The estimated expenditure at Wellington Hospital for the year was .£30.111, and the estimated recoveries j£7(ioo, 'leaving a net expense of .£23,511. As to tho Children's Hospital, there was said to be a. credit balance of .£3099, and the estimated outlay..oi-.:tho amount was:—Balance of contract;. JB1282; bedding, drapery, linen, etc., X1G00; and picture panels, X'Bl7. Charitable Aid". The Charitable Aid Committee estimated the net cash requirements for the ensuing year at .£IO,OOO, made up as- follows-.— For the Ohiro Home, outdoor relief, and cost of ehildreu, .£8200; defective children, .£400; ordinary contingencies, iMOO; grants in aid to kindred charitable organisations, .£599; and extraordinary con-tinge;ic-:es, .£SOO. With' regard to tho last item, the committee was of opinion that this extraordinary provision was necessary, in view of the possible result of the present industrial unrest. The sum of .63200 for general purposes was based on the following:—Gross ascertained and estimated expenditure for vear ending March '31, 1912:—Ohiro Home, .C279B;outdoor relief (children), .£7197; total, .£lO,295, less ascertained and estimated receipts for current year, .£2095; net expenditure, .£B2OO. The estimates were confirmed.
