The latest development of the Harbour Empowering Mill controversy is a proposal by the chairman of the Harbour Board (Mr. J. 13. Murray) 'to drop I lie country districts out of tho proposed rating area, which would then cuu*H of the town and suburbs only. To compensate fur tho loss of rate, should necessity to strike one arise, the chairman proposes however that this dilVen-iilial clause of tho.Bill be invoked giving \hp board pi.wcr to levy extra due* on nil carijo going to or coming from the country districts. This and other proposals in connection with the proposed Bill will cninn up for discussion at tho next meeting of the board.
