FEES FOR APPROVAL OF PLANS.

A curious state of affairs was brought under the notice of the City Council last evening by the Finance Committee in connection with the decision of the Lands Department to charge fees for tho approval of all plans required by law to be .submitted to the Chief Surveyor for approval. "There is no authority by statute or regulations to make such a charge (reported the committee), but the Department states Hint even if the fees are not legally dctnandable, the Governor will not issue proclamations or warrants until payment is made." The council decided to act on Hie committee's recommendation that the fees for the plans at present in the hands of the Department bo paid, under protest, that direct representation bo made to the Cabinet on the subject, and that the matter bo also brought before the Municipal Association for consideration.
