Renter's agent at Tokio states that tlic'Power's have accepted Japan's proposal to recognise Yuan-Shjli-Kai as President of China, with Russian reservations as to Mongolia. FIGHTING IN KANSU. Peking, March 13. General Sheng-Yun's Kansu army, ten Shousand strong, defeated a Government force. Sheng-Yun says he is coming to restore the Emperor. General Yuan-Shih-Kai has sent envoys to explain the position.
