ALLEGED RUSSIAN HARBOUR SCHEME. Br Telecraoh—Pross Assentation—fJopyrlßhl London, March 8. The "Pall Mall Gazette," in an article on Denmark's concession to a syndicate which is developing a huge harbour at the Danish island of St. Thomas, in the West Indies, points out that Russian financiers, including a Danish Princess (the Dowager Fiiupress of Russia, who is a sister of Queen Alexandra), own the bulk of the stock. The enterprise is intended, says the "Gazette," to give the Russians a footing near Panama.
