PEACE TREATIES.
BADLY MANGLED IN SENATE. By Telegraph—Press Association—Copyright Washington, Alurch 8. Tho Anglo-American and Franco-Ameri-can arbitration treaties, as amended by tho Temoval of the clauses limiting tbo powers of tho Senate, were ratified by a vote of seventy-six to three. Mr. Taft did not comment on the Senate's action. (Rec. March 10, 5.5 p.m.) Washington, March 9. Opinion in Government circles on the Senate's action with regard to the arbitration treaties inclines to the belief that tho treaties are not likely to be offered by President Taft either to Britain or to France in consequence of the mangling nature of tho amendments carried. The Senate consented only to pass tho treaties with provisos that tho following subjects should not be submitted to arbitration:—The admission of aliens; tho territorial integrity of tho several States or the United States itself; and the Monroo Doctrine, or any question involving the maintenance of tho traditional attitude of the United States concerning purely American questions. Such wide exceptions aro regarded as rendering the arbitration treaties useless.
