The Cabinet and Assembly havo accepted the Nanking proposal that tho Presidency shall bo inaugurated at Peking, and that the President, Yimn-Shih-Kai, shall appoint a Premier acceptable'to tho Nanking Assembly. Yuan-Sliih-Kai will visit Nanking Inter to form a provisional Cabinet. Tho firat of Government will be fixed according to the exigencies of tlio filiation. It is estimated that the Provisional Government will require .£7,000,000 monthly for half a year. A four-nations syndicate is arranging tho loan. THE CIIINGHO INCIDENT, (Heo. March 8, 11.50 p.m.) Peking, March 8. When the Ror. Dr. Scott, Bishop of North China, and his pnrty were endangered by tho Chinese mutineers nt Chingho, the Eev. Messrs. Day (not Yny) and Hughes civilly explained Hint tho carts accompanying the party were the Bishop's property. The coldiers immediately fired, killing Mr. Day.
